Senate GOP Back President's Call to Overhaul Affordable Care Act

US senators are meeting during the weekend for the first time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to recede as Republican senators proposed a proposal unacceptable to Democrats: eliminating the ACA, known as Obamacare.

Growing Consequences of Government Shutdown

The effect on Americans from the lengthiest closure of the federal government in history worsened on Saturday, as government employees went unpaid, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Proposal from Florida Resort

As weekend meeting got under way, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Support

Several Republican senators praised the plan, which is similar to a alternative for Obamacare put forward in 2017.

"We will replace this failing program with something that is truly better for the consumer," one senator said.

Another senator commended Trump's suggestion on online platforms, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator wrote in response to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Response

Democratic senators expressed concerned reactions to Trump's proposal.

"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been rejected by voters and Congress."

Another lawmaker responded to the criticism of carriers by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? Then I welcome your support for Medicare for All."

Continuing Talks

The Senate adjourned without reaching a resolution, but Senate Republican leaders have signaled an willingness to an developing plan from a small group of centrist lawmakers to terminate the shutdown in exchange for a later vote on the ACA subsidies.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another way ahead" after Republicans turned down an proposal to restart the government and extend the subsidies for a year.

Another leading Democratic lawmaker persisted in maintaining that Republicans should agree to a one-year extension of the payments before discussing the future of the tax credits.

"Doing nothing is irresponsible because citizens will go bankrupt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That is what will happen if this Congress fails to act."

Political Situation

Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the backing of several Democrats to reopen the government, and the concept of repealing and replacing Obamacare with HSAs is unlikely to earn a single Democratic vote.

Several analysts suggested that the essence of such a plan would eliminate the ACA's mandate that carriers cover individuals with existing health issues.

After his golf outing, Trump returned to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the plan that was unsuccessful to garner enough backing in 2017.
